Summary of Duties

The Office of Developmental Disabilities Services (ODDS), Licensing Unit, oversees a statewide program responsible for licensing and the quality of care in programs serving individuals with intellectual/developmental disabilities this includes the licensing of adult and child foster homes, and 24-hour residential facilities. It oversees and is responsible for the Medicaid agency certification of agencies and the endorsement of 24-Hour Residential programs, Supported Living programs, Employment programs and Professional Behavior Support Services. It also certifies Support Service Brokerages throughout the state. Through licensing and certification, the ODDS Licensing team ensures that providers of services comply with requirements for federal and state reimbursement. The ODDS Licensing team conducts complaint investigations and determines necessary corrective action up to and including civil penalties or revocation of a license or certificate.

 

As a 24-Hour Licensing Specialist, you will:

  • Work with a team, either as a team member or a team leader.
  • Work collaboratively within a team and independently.
  • Conduct on-site reviews of programs to monitor and ensure compliance.
  • Conduct inspections resulting from complaints received from local offices, consumers, families, or citizens to ensure the health and safety of individuals with developmental disabilities and continuing compliance.
  • Write reports and keeping records in databases such as ASPEN.
  • Determine when plans of improvement need to be developed and submitted by the service provider.

 

Minimum Qualifications

 

A valid driver’s license and acceptable driving record is required for this position.

 

Three years of experience in areas related to nursing, social work, counseling, occupational therapy, speech therapy, physical therapy, developmental disabilities, dietetics/nutrition, or sanitation.

 

AND

 

One of the following:

  • A Bachelor’s degree in a health or human services field. OR
  • A license as a Registered Nurse.

 

Note: LPN certification and/or experience will not meet the minimum qualifications.

  • Experience reading, interpreting, and applying Federal and State laws, rules, regulations, policies, and/or procedures.
  • Experience communicating clearly and cross culturally in writing, directly, or virtually including demonstrated technical writing skills and experience adjusting/adapting your communication style based on the audience’s communication style/needs and the information being shared.
  • Experience working with regulatory compliance including having the responsibility for licensing compliance and/or conducting investigations.
  • Experience working independently and as a member of a team.
  • Experience using critical thinking skills to perform job duties.
  • Experience using organizational and time management skills to manage your workload and coordinate with others.

Working Conditions

 

  • You must have a valid license to drive and maintain an acceptable driving record.
  • Your typical work schedule will be Monday – Friday8:00 a.m. – 5:00 p.m. Pacific Standard Time (PST).
  • Your work will have a Hybrid work format that includes, office work, and some work that can be conducted remotely.
  • During the nine-month training period, you are required to work onsite at our Salem office for the first six months. The remaining three months of training may include a hybrid work schedule at a local office or other approved location, depending on training completion, work performance, manager approval, and operational needs. After training, your official workstation will be at the Salem office, though hybrid work at a local office or other alternative location may be considered based on work performance and business needs. In all cases, the ability to report to the Salem office is required whenever business or operational needs depend on onsite activities.
  • You will travel frequently locally and across the state.
  • You may travel overnight to complete projects.
  • You will need to adjust your work week to accommodate evening meetings or travel as necessary.
  • You will use of a computer and an electronic calendar.
  • You will be a mandatory reporter of abuse and neglect of children, seniors, and other adults with disabilities.

  • The Oregon Department of Human Services does not offer visa sponsorship. Within three days of hire, you will be required to complete the US Department of Homeland Security’s I-9 form confirming authorization to work in the United States.
